To prevent the pet parrot from flying away, you need to keep a watch on the bird, when outside. Secure the area and make it bird-proof. Close all the doors and windows, or you can also install screens on the windows to stop them from escaping.

You can try positive reinforcement which encourages the bird to return home. If you build a strong bond with the bird, they would not want to fly away and would spend maximum time with you. You need to provide them with enough mental and physical stimulation, so that the bird stays with you.
